Human Resource Development and Employment, Inc. (HRDE) was incorporated in the State of West Virginia on January 20, 1976. Chartered as a private nonprofit corporation, HRDE aspires to provide safe, decent and affordable housing for economically disadvantaged persons with disabilities, the elderly, and families throughout West Virginia. HRDE also operates educational and skill development programs that effectively improve the employability of the unemployed, under-employed, dislocated workers, older individuals, adults, youth, persons with disabilities, and TANF recipients in West Virginia.
HRDE's commitment to community service has improved the quality of life for many West Virginians.
PROGRAM ACTIVITIES
Occupational Skill Training through Stanley Technical Institute offers customers an opportunity to be trained in occupational and vocational areas that have proven to be in high demand. Program customers receive training at Stanley Technical Institute at three primary locations:

Classes range from 200 to 1,500 hours and are approved by the Veterans Administration for Veterans’ benefits and accredited through the North Central Association, Commission on Schools. From July 1, 2003 to June 30, 2004, HRDE enrolled 60 students through Individual Training Accounts approved by Workforce Investment Board Regions I, IV, and VI.
YOUTHBUILD PROGRAM
Since 1995, HRDE has administered Youthbuild Programs in north-central West Virginia via funding through the U. S. Department of Housing and Urban Development (HUD). The Youthbuild Program serves out‑of‑school, at‑risk youth, age 18 to 24, who do not have a high school diploma. Currently, HRDE operates the Mon Youthbuild Program, serving Monongalia, Marion, Taylor, and Preston Counties.
The Youthbuild Program offers a comprehensive curriculum to prepare young adults for GED, leadership skills, vocational training, and on-the-job pre-apprenticeship training in the construction industry. The classroom training segments, consisting of GED and Residential Building Technology, are located in the lower level of Eastview Unity Apartments in Fairmont. The actual hands-on training is a result of collaborative efforts with local agencies, such as Morgantown Housing Authority, Monongalia Habitat for Humanity, North Central West Virginia Community Action, Harrison County Habitat for Humanity, and Marion County Habitat for Humanity. Other collaborators are Tri-State Leadership Academy and West Virginia University.
In December 2003, HUD notified HRDE that Mon Youthbuild was awarded a $400,000 grant to continue Youthbuild activities. HRDE's grant was one of 102 grant awards out of 400 proposals submitted nationwide to HUD. Mon Youthbuild continues to offer program activities in the aforementioned counties.
Since 1995 when HRDE received two $90,000 Youthbuild Planning Grants, HRDE has applied for and received approximately $2,260,000 in HUD Implementation Grants. Youthbuild Program students, with guidance from Instructors and staff, continue to rehabilitate apartments and construct new housing for low-income persons throughout north-central West Virginia, as well as earning their GED.
In June 2004, HRDE submitted its 11th HUD Youthbuild Implementation Grant Application and is awaiting word on the grant's status.
